The Central Bank of Russia has proposed including digital currencies in the calculation of equity capital and the capital adequacy ratio for professional market participants.
The new rules will apply to brokers, managers, forex dealers, and non-credit organizations engaged in digital currency exchange (crypto exchangers). The regulator will accept proposals and comments on the draft from August 14 to 29, 2026.
Only digital currencies admitted to organized trading by a Russian organizer and, for brokers, managers, and forex dealers, registered in a Russian digital depository will be eligible for inclusion in the equity calculation. Their value must not exceed 25% of the total value of assets included in the equity calculation.
When calculating capital adequacy, digital currencies will also be taken into account when assessing credit and market risk. Investments in other digital currencies that do not meet the established requirements will reduce the capital requirement when calculating the ratio. For these purposes, the value of digital currencies should be determined at fair value in accordance with IFRS.
The Bank of Russia noted that the changes are related to the admission of professional participants to the digital currency market and the emergence of a new type of activity—the exchange of digital currencies by non-credit financial institutions. The new rules should allow for the consideration of cryptocurrency-related risks when assessing the financial stability of intermediaries.
