Russian Energy Minister Sergei Tsivilev announced on Wednesday that Russia is supplying fuel to Cuba as humanitarian aid, Reuters reported.
Earlier, the US Treasury Department amended the terms of a previously issued permit for the sale of Russian-origin crude oil and petroleum products already loaded onto tankers, specifically excluding transactions involving North Korea, Cuba, and Crimea.
Power outages have become the norm in Cuba. According to LSEG, the country's ports have received only two tankers carrying imported oil this year.
On Friday, a fuel tanker originally bound for Cuba changed its destination to Trinidad and Tobago, according to LSEG vessel tracking data. This was a blow to the island, which is suffering from severe fuel shortages that have led to power outages.
