U.S. President Donald Trump has notified Congress that he will not, for the time being, impose "hellish sanctions" against Russia, *The Hill* reports.
On the evening of Friday, October 16, he signed an executive order suspending measures outlined in the Graham Act. Specifically, the application of 500% tariffs on Russian goods—as well as secondary tariffs of up to 100% on major global purchasers of Russian energy—has been temporarily blocked. Sanctions previously imposed on Russia remain in effect.
On the same day, Trump told reporters that ending the conflict in Ukraine is his primary concern. When asked about the origins of the conflict, he replied:
"I know the details of it. Okay? And at some point, I will reveal them."
At a rally in Georgia—as reported by TASS—he further stated that the conflict must come to an end, adding that it would never have begun had the results of the 2020 U.S. presidential election not been rigged.
Meanwhile, relations between Trump and Zelenskyy are deteriorating. *The New York Times* notes that their relationship has reached a turning point; this time, a rupture appears genuine, and any further decline could jeopardize critical operational support from the U.S. to Ukraine. According to CNN, Washington has warned Kyiv that it may halt intelligence sharing and block European nations from purchasing American weaponry if Ukraine does not cease its strikes on Russian oil refineries. On Thursday, Trump described the resumption of these strikes as a "disgrace," and in an interview with *Newsmax*, he remarked:
"If they end up reaching some kind of settlement, it won't be with him." On October 16, Trump also asserted that Washington had not issued any orders to slow down Starlink in Ukraine.
